It's Curtoon Time!

It's Curtoon Time is a wacky and zany children's TV show that teaches kids (and adults) how to draw simple and silly "Curtoons." It's created and hosted by Curt Visca as a different character on each show, such as Sammy Surf, Pirate Petey, and Slow Poke Joe. Musical sidekicks Heebie (Robert Burke) and Jeebie (Mike Lovullo) add music and laughs, and the brainy Rhea Search (Kelley Visca) shares educational information about each "Curtoon" before its drawn. New It's Curtoon Time shows were taped from 1989 to 2010. It's Curtoon Time was on cable TV until 2016, and episodes are currently on YouTube.
